Yet, the gaps remain real: limited infrastructure, gendered barriers, and uneven access continue to challenge true inclusion.
By highlighting on-ground experiences alongside insights from regional forums like DRAPAC25 and APRIGF, this issue reflects DEF’s belief that digital transformation must be human-centered, rights-based, and rooted in local realities.
